HRD (Human Resources Development) Ministry has introduced a new body which is called HEERA, In the effort to bring in a single authority in higher education regulation. Higher University Grants Commission (UGC) and All India Council for Technical Education (AICTE) will replace by Education Empowerment Regulation Agency (HEERA) soon if fulfilled as per the proposal. With the aim of removing overlaps in power, HEERA is also intended to curb unnecessary regulatory provisions. University Grants Commission (UGC) and All India Council for Technical Education (AICTE) are gone, HEERA will regulate non-technical and technical institutions.
‘The University Grants Commission (UGC) and All India Council for Technical Education (AICTE) are soon going to be a thing of the past because of the government planning to replace them with a single higher education regulator,’ reported Press Trust of India. This is the first time in history replacement decision taken by the government for the UGC and AICTE. The plan to frame and implement a single regulator for higher education sector of the country has been a discussion in the past on many occasions. Various committees recommended single body for regulating institutes in the past.
The detailed blueprint of HEERA and its legislation is still being worked. The human resource development (HRD) ministry and the Niti Aayog are working on the new law. It was felt that multiple regulatory bodies led to excessive and restrictive regulation and hence contributed to the lack of institutional autonomy,” a source said to PTI.
